Police Certificates for CEC Application

Do we have to submit Police clearance certificate as part of application packet for CEC, or is that something that can be submitted later.

Here's a copy in text format:
"Police certificates

If you and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens have to provide:

a valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.

Note: If you or your family members were under 18 years of age (16 years of age in certain jurisdictions) for the entire time you lived in a particular country, you do not need to provide a police certificate for that country.

The certificate must have been issued no more than three months prior to submitting your application. If the original certificate is not in English or French, then you will need to submit both the certificate and the original copy of the translation prepared by an accredited translator.

It is your responsibility to contact the police or relevant authorities. When doing so, you may have to:

pay a fee for the service, and
provide information or documentation such as:
photographs,
fingerprints,
your addresses and periods of residence in the country or territory.
We will also do our own background checks to determine if there are grounds under which you and your dependants may be inadmissible to Canada.

did you read the checklist? I am sure its mentioned that you need to provide it WITH your application package.
You can get it from your Embassy located within Canada. If you need further help let me know.

It reads "You are strongly encouraged to submit your police certificates with your application to the CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the COI without them. However, we strongly recommend that you take steps to obtain your police certificates now to avoid future delays. You must be ready to submit them when requested by an officer

RCMP certifications can be provided at a later requested time.
PCC from nationality is to be provided with application.

Agree with Andy on the PCC - it is strongly encouraged to submit your PCC with your application but if you are unable to obtain it, you may still submit your application to the CIO without it. See page 4 of the CEC checklist.

It's a good idea to write a letter explaining that you will submit it when received. When you get your file # (acknowledgement of receipt), you can sumbit the PCC then.

CIC does their own RCMP screening and will request fingerprints at a later time if need be.

yes, the rules have been relaxed just a tad given the challenges of obtaining some PCCs. The rules haven't actually changed, just re-written to reflect reality.

CIC still wants the PCCs to be submitted WITH the application. They are still required documents.

But, if for some reason, one is delayed, you can submit your application anyway along with a written explanation, and be ready to supply the missing PCC upon request.

Strictly by the rules, no. But you should get it anyway. CIC has the right to ask for any additional PCC they want, and in cases like yours, they usually do.

That's exactly what I mean. Not exactly the typical CEC applicant.

If you choose not to provide the PCC from your country of nationality with the original application, you should supply a written explanation (you haven't lived there since...). And don't be surprised if CIC asks for it anyway.

They will ask for it. They don't know whether you have returned to your country of citizenship or not, and they won't take your work that you haven't.
