I have been a temporary resident in Canada since December 2014. My partner is sponsoring me through Common Law PR.

I am a British Citizen and have only lived in UK and Canada.

Do I need to provide a police certificate?

Follow the guide. Many application do not need to apply for RCMP PCC in Canada. Most of the time IRCC can directly obtain them.
The applicaiton guide is country specific. So follow the document check list of your country/citizenship.
