Hi guys,
I'm applying for citizenship for myself and my kids and wondering if my eldest (16 yrs old) old need to get a police certificate from our home country? She recently became a permanent resident of Canada.
Thanks in advance.

You will need to provide an original police certificate from each country where your child was present for a total of 183 days or more while 14 years old and over in the four (4) years immediately before the date of your child's application.

Is this after permanent residency or before?

It is not specific in the instruction guide as to whether the PCC is required before or after becoming PR. But I don't think it matters, as long as your 16 yr old child was present in any other country for 183 days or more during the four year period immediately before you sign the application. Just follow the instruction guide and the document checklist under subsection 5(2).

My child, who is also 16 yrs old, has been in Canada for less than 1 year and I had to provide a PCC from home country.

We are probably from same country (yardie) so if you have any questions about obtaining the PCC please let me know.

This was answered here .

The procedure is, apparently, different for minors.

It looks like police certificates are REQUIRED for minors irrespective of whether they were at the country of origin right before obtaining permanent residency or not.
