"You must submit original police certificates of good conduct or clearances from each country in
which you and each of your family members aged 18 years or over have resided six continuous
months or more since reaching 18 years of age."

My wife has lived in three countries since she was 18 for more than continuous months. So does this mean she needs to obtain three police certificates?

If so, most law enforcement authorities will not issue a police certificate until a letter from CIC or the Visa Office has issued a letter requesting one. Is there anyway to speed this up? If we need to wait for the letter this will hold up the entire process.

Yes, she will need them from all the countries that fit the criteria. CIC may delay the application until they are available, or possibly return the application as "incomplete". For each country, there is a procedure that must be followed and that may determine if they have to be obtained before posting the application or if the application needs to trigger a formal request letter from CIC.

For the countries in which we need a police certificate, we can only apply if we have a letter requesting the certificate from the visa office/immigration authority. We cannot simply make a request directly without such a letter.

So does this mean that I should send in the application without the police certificates and wait for CIC to send me a request to obtain the certificates? This seems like a very ineffecient process. Is there anyway to speed this up? The police certificate from Japan takes up to two months to process!

Which other countries does she need PCCs for?

With Japan, you don't wait for a request letter from CIC; the request letter is on the CIC page for Japanese PCCs, it's called "Letter of request from the Canadian visa office" http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/japan.asp. She takes this to the police in Japan or to a Japanese embassy or consulate, along with all other docs.

My partner needed several PCCs for his app (one of which we didn't think was even needed until CIC asked for it). We submitted his app with only one PCC and explained in a letter that we had applied for the others but they weren't going to arrive for awhile and stated that we would forward them on as soon as they arrived. We had no problems and I was approved to sponsor him before we even sent in the other PCCs.

For the Japanese police certificate, since she lives outside of Japan we need to apply via the Japanese Consulate in HK and the procedures there requires a letter from CIC or Visa Office. Once we apply, the consulate's website said it can take up to two months to process. Was hoping we can speed things up instead of waiting for the request from CIC.

For the HK police certifcate, same thing. We need a letter from CIC or Visa Office before we can submit an application.

Regarding my wife's time in Canada. Will she need to apply for one there? I recall reading somewhere that this may not be needed until asked for by CIC. Is this true?

One of my friend got PCC from Japan embassy, so it better visit Japan embassy in your living country and apply from there. it applies same to HK.

However, i would like to highlight that. once you receive official letter from CIC to provide the PCC it will have the list of countries to provide the PCC. that letter will have the timeline of your submission. and CIC know what is the standard time line for each countries. so no need to worry.

whatever you can apply, pls apply without letter

You don't need for Canada, they usually do RCMP trace or in some cases, ask for fingerprinted RCMP results - but you don't need to

She won't need one for Canada.

As said in my above post, the letter for the Japanese one is on CIC's website, you do not need to wait for CIC to send you one. She can print this letter and take it to the Japanese consulate TODAY with all other docs to request the PCC.

Whole of her life my wife stayed in Delhi except between Dec 2012 to May 2013, as she was on family sponsorship in Dubai.She has to obtain PCC from Dubai or Delhi. Please advice.

CIC would count Dec to May as 6 months, so she would need to provide PCCs for both.

You can get Indian PCC from Indian Consulate, its a streamlined process
