Hello I am living in Canada. I am an international graduate working here. I will be doing my application in Dec. Just like to know if I should submit a police clearance certi from my country of citizenship and Canada too?

Only from your country of citizenship and the countries you have stayed for more than 06 months since attaining the age of 18 years.
Police Clearance from Canada is NOT required at the outset. CIC might ask for it at a later stage (if need be).

You got it right. It is not mandatory to submit PCC at the time of application but required when called by CIC at a later date.
