police certificate, simple question.

i have stayed three years, never leave Canada for three years, but before that, i was in my home country, do i still need a police certificate??


the checklist says " Original police certificates or clearances. A police certificate must be provided from each country, outside of Canada, where you were present (since you were age 18) for a total of 183 days or more in a row in the four (4) years immediately before the date of your application. If you are unable to obtain police certificate, provide an explanation in the space provided in question 10 on the application form. Consult (Police check) for specific and up to date information how to obtain police certificates from any country"


the point is, i have stayed in my country for one year, then lived here in Canada for three years. it's really confusing because when they changed the law to be three years instead of four years, they didn't change this condition.

Wont it be exempted if it was the country of origin(the country from where he/she initially applied for PR)?
