Police Certificate requirement?

Hello, I am hoping to apply for a work permit at at port of entry very soon. Is a police certificate required when you apply at the port of entry or is that something that the officer can request you attain when you apply?

You must need to present the police clearance certificate where you have lived more than 6 consecutive months since you were 18 years old .

What about PCC, did they asked PCC, was your closed work permit?
