My girlfriend is immigrating from NY to Ontario. Is a police certificate required?

She will require an FBI check done. Good to start this part early, they take quite a few weeks to send it back.

You may be required to submit state checks as well, but they typically will send that request if needed. Some people (like my hubby and I) went ahead and got state checks done for all states he lived in since he was 18 to just be sure we had all bases covered.

Others have submitted the FBI clearance separately, some have had problems with that. Overall, it is best that the package is complete when it is sent. It can slow down the process when an application is not compete when submitted.
 
If you don't submit the FBI clearance with the application, BUffalo will request it when they finally get the application and they will give you (probably) 60 days to submit the clearance. Then they will "shelf" the application for 60 days and not look at it again until after that time is up. Then they may decide that they want a State clearance too - and they'll delay processing for another 60 days. My advice is always to control any delays on your end - and I also suggest that people get a clearance from every State they've lived in for more than 6 months since turning 18 years of age and submit it, with the FBI clearance and proof of medical, upfront. Buffalo says they "may" require a State clearance - which means most people don't bother to get one - but it does no harm to submit it upfront and will save you a lot of processing time if they should decide they want one after all.
