wait until you receive SA, and then send it to the visa office per the instrucitons. Since you don't know for sure your application will be sent to Rome (there might be a chance it gets sent to ottawa) and assuming you don't have the principal applicant's UCI# yet, sending it now can complicate things and it can get lost. The SA letter will have instructions for you... it is not essential for the sponsor's application.
