I plan on sponsoring my spouse soon and would like to know which police certificates to get. My spouse was born in Russia, lived in Finland since she was 16 and lived in Cyprus for about a year. She's now 29. We now live in France.
From my understanding she would only need 2 police certificates: France and Finland. Am I wrong?

You (the principal applicant), and any family members 18 or older (who are not already Canadian citizens or permanent residents), must submit police certificates from the following country or countries with your application:
Is there any chance they would need the Russian and Cyprus certificates?

and
- The country where you (or they) have spent most of your (their) life since the age of 18.
