I wasn't able to find an answer to this question - I got a FBI certificate in Feb 2017 because I lived in the US. However, if I travel back for a visit (for a wedding or short trip), do I need another FBI certificate? My understanding is that its only required for places one has "lived" 6 months or more but that would mean I can't travel to a place until my PR application is submitted?. This is rather confusing.

This should answer your question:
http://www.cic.gc.ca/english/information/security/police-cert/intro.asp

So, if you go back, you'll need another FBI PCC.

If you go back to US, you'll need a new FBI PCC which should be issued once you leave US.

As far as the word "lived" is concerned, CIC's website mentions that even if you travel to country and have spent 6 months or more in total, you need a PCC from that country.

well in that case it shouldn't matter since I got the FBI certificate in Feb 2017 which is still within 6 months if you consider the fact that I got it and still "visited" the US in March 2017 - in that case it was issued before I "left" the country.

That's not how it works. The letter should be dated after you left the country "after your last trip". So your FBI PCC is issued in Feb 2017 and you visited the country in March 2017. How could you prove that you did not have any criminal activity in USA during this recent visit? You need to get a new PCC which should be issued after you last visited USA. The six month validity does not imply if you re-visit the country.

I have one question regarding "US Police certificate"
Our current location is Canada, my wife was in US for certain years in past so we require US Police Certificate.

How long should we wait for the US Police Certificate before submitting our PR Application? We still have 43 days left to submit the application.

I have heard that US Police Certificate take long time when you apply outside of US.

Have you sent the documents to FBI and initiated the process for FBI PCC? If yes, then wait till the last week when you need to submit your ITA. At that point, you can submit the proof of your application to FBI while submitting the eAPR and explain that it will take some more time.

CIC instructions don't say "last trip" but that the PCC must be issued after you last "lived" in a country. Based on my address history that is in my online application, the last time I lived in the US was in 2013 and after that have only traveled for short trips with the last one being in March 2017 and my PCC being issued in Feb 2017. Otherwise, it would be impossible to travel for short trips to any country where you have lived in the past prior to submitting your application.

Well if you go by "last lived" then whoever visits US on tourist visa should not be required to submit a PCC. But that is not the case. If you have been to US on a visitor visa for more than 6 months (even in short trips), you need to provide a PCC. Why would it be different in this case? They are not living there. They are just visiting.
