I am from India and currently living in Toronto. I have applied for pcc from India. Do I need to apply police clearance certificate from Toronto as well?

No, PCC from consulate is enough. If they want PCC for your Canada stay, they will ask.
When you are about to fill the application, plz check if it asks for CANADA PCC.
Usually, for most of the Indian candidates, its PCC from India.
