hello.

I understand you need police certificate from any country that you have lived over six months.

i lived in canada for last 7years and i am applying PR outland.
i know it takes alot of time to get police certificate from canada.

1. can i send my application first then ask RCMP send the copy of police certificat to CIC office? or send it later ?
2. is any other way that i can get police certificate faster so i can send together with my application?
3. would it be problem if i do not send police certificate?

I found this on CIC's website . . .

Q: "Do I need to provide a police certificate when applying for permanent residence?"
A: "Only in certain cases. The Canadian visa office will tell you if you need a Canadian criminal record check while your application is being processed."

When CIC does ask for your Canadian Police Record, it does not means that you did something criminal or suspects you are one. It is usually means that someone in Canada with same name and birth date has a criminal record and they want to separate your name/record from that person's records. Don't want the records mixed up when you land.
