The summary I guess is:
Based on readings on canada.ca and elsewhere I see that all PAs need a police certificate for any country they spent over 6 months in (if over 18). But in IMM5533e "Document Checklist Spouse (Including Dependent Children)" it says
Does my wife to be need to get a certificate from that country if she spent ~9 months in it - other than her native Portugal - in the late 90s?

Which sounds different.PA must submit police certificate...
The country where you currently live, if you have lived there more than 6 months or more AND
The country where you have lived most of your life since the age of 18
