police and medical checks, with application?

I am a Canadian, trying to apply to sponsor my husband from Mexico city

I read on the application guide, that the medical check and police check are done at the start and sent WITH the application.

But the lady at the desk in the immigration centre (in MX city) said “they are sent later”.

Which is true?
The guide says if there is any conflict, to trust the guide, but I have had more than one person tell me it is wrong.

I saw also that the police check and medical results are listed in the document checklist.

I realize that not all things listed in the document checklist pertain to everyone, such as info on dependants etc......but something like this which everyone is expected to do, is listed here, so again,
I am led to question if it is mandatory at the start.

And again, why does it say (in appendix A, first paragraph, and #14, #15) that these things need to be "with" the application?

Another question:

On #16, in the immigrants document checklist, it says to follow the photo instructions in the guide.
But where is this guide? I went to where it said (the section on completing application for PR) and there is nothing about the photos.

3. In case no one can answer the last question, at least could I find out if the photos have to be all different or can they be all the same passport photo?

In regards to the medical and police records....i was confused like you.

SO, we sent them WITH the application. You quoted the thing that says "with" ....i saw that too.
Also the doc checklist said it..so we decided to be safe.

YOu wont get in trouble for sending them WITH the application if you didnt have to....do you know what i mean.
Also, if you dont send them in, there's a chance that they may ask you for them at a later date..so why not try to streamline the process. Inland apps are taking 11 months to get AIP (first stage approval)...i didnt want to give this thing a chance to stretch out longer than that!

In regards to your second question

the photos..ARE DIFFERENT. they are not the same as passport photos

CIC requires you to follow the guide. If people are telling you that the guide is wrong then they don't know what they are talking about. The guide MUST be followed. If you don't follow the guide you risk having your application returned to you.

There should be information about the photos at the back of the guide. This information is also available on the CIC website.

If you can send them before do so, especially the medical one. You don't need to send either as they won't send your app back for not doing so but it will likely delay it once they get to that point and ask for them.

In my case we did the med before the app, however the police certificate from Lebanon was going to take 3 months so we sent in the app without the Lebanon certificate. When they sent the PPR to us they also asked for the Lebanon police certificate which we sent in at that time. Before sending in my app I contacted the CIC hotline and confirmed with them I don't need to send in the police clearance at the time of app submission.

Sometimes you may not even have a choice, we also needed a police clearance from Singapore. However Singapore won't release a clearance without a letter from the embassy stating they require it. So in the case of this clearance I had no choice but to NOT include it with the app. The request letter from the embassy to Singapore COC was also included with the PPR request.

Either way they won't deny your app because you didn't include a police certificate, they will request those later. When i sent my application in I also printed a letter explaining anything from the checklist that we didn't send in yet and why we didn't send them in, including the two previously mentioned police clearances. I would recommend doing the medical tests before to avoid delays during the process.

Regarding the medical: it should be sent with your application, from the start. They may ask you to redo it later.

The police certificate: there are two in Mexico - the state one, which should be sent with your original application. The national one (Constancia de antecedentes registrales) they will ask you for at a later stage if all goes well. Be aware that the precartilla is necessary in order to obtain the Constancia if the applicant is a man - it's not CIC or the Embassy that requires it, but the Procuraduría General de la República (PGR). Find it, request a new one ahead of the game.

There is a template on one of the CIC guides showing the size of the photo.

We went through the mexican visa office as well for my husband. We mailed the police certifiate and upfront medical together with the application. And it is my understaning that if you dont do that they can return your application as " incomplete".

Now if you re applying outland I have heard different countries ask for different amounts of pictures and such but I don't think the photo specifications change.
