I scored 368 points under express entry. This seems awfully low as all the rounds of invites say the lowest invited was with 450 points.

Is there little to no chance of me getting an ITA with about job offer? or is it dependent on how many people have applied under my NOC code and their points? It seems odd I would be eligible if I'm in theory not eligible because what difference does it make being in the pool or not being eligible for express entry.

Your reading score is very low, especially given your other results. I would redo the IELTS test and aim for the following minimum results:

Reading Writing Listening Speaking
8.0 7.5 8.5 7.5

This will give you maximum points for language ability and also maximise your points in skills transferability.

You want to get at least 400 points in total so you qualify for a PNP nomination by Ontario. Play around with this tool to see how much you would get if you maxed out your language results:

Your other limiting factor is your education - a bachelor's degree equivalency would give you an additional 22 points. But I guess there's nothing you can do about that in the short-term.

So if I redo IELTS and get worse than I did before for instance can I use the results of the better test or would the older test be invalidated?

Also I can't see here : http://goo.gl/xmrH9T where it says about a minimum of 400 points. It just says a minimum of 2 years work experience in a skilled occupation which must be full time. Your scaring me :eek:

Also if I was in Canada working in Canada in the skilled occupation on an open work permit, would the exempt the company from needing an LMIA and I would then get the 600 points on my PR app plus any years experience I gain in Canada aswell as points for being in Canada?

I also saw this as an exemption for requiring an LMIA is this a possible way in?

People already working in Canada who have applied for permanent residence through the Federal Skilled Worker Program, Federal Skilled Trades Program or Canadian Experience Class
The worker must have received a positive eligibility assessment on their permanent residence application and have a work permit that will expire within the next four months to be eligible.

Because If (a very big if as its a lottery I know) but if I got an IEC work permit I would be eligible under this exemption is that correct? I would also gain the points for having a years work experience in a skilled occupation in Canada?

No, you can use whichever test you want. But you can't mix and match sections from different tests. You have to submit all results from a single test.

I was talking about the human capital priorities stream as explained here:

I am unfamiliar with the foreign worker stream that you are interested in, but it looks like this may be separate from express entry.

But you haven't applied for PR yet. They are talking about a proper application for PR, which you can only submit once you have an ITA. You only have an EE profile which has not been selected yet.

You will only get the points for Canadian experience if you work a full year, i.e. 52 weeks. Most people on IEC fall short because they take some time to find a job once they get to Canada, and they can't accumulate 52 weeks before their visa expires. If you have your job per-arranged and you can actually work the full 52 weeks - then yes, you will get the points and you will also qualify for CEC.

Interesting you brought that up as I hadn't heard of that way of applying. So really its worth getting 400 points as I may get identified by OINP. As for the employer job offer way it is quite scary as if there is any error in your application or it gets declined they take your $1500 LOL.

That's good news IEC is 2 years right? Also after one years Canadian experience I would resubmit and get 408 points I would then qualify for OINP right? but is that a lottery too or do they regularly invite people? Just a shame IEC is literally a lottery aswell!!

Depends on the country. Australians get 24 months, but (many) other countries don't.

You will not get OINP unless you have a Canadian equivalent of bachelor's degree....

I'm pretty sure that if you retake your language test, the result from before is voided. Unless they recently changed this? Or maybe I dreamt it...

Nah - there's no such rule. You can submit any test as long as it's still valid, i.e. not older than 24 mths.
