Can anyone tell me if spouse failed in IELTS and then how much points can be obtsined by the principal applicant in himself under adaptability section for new federal skill worker level.
 
There is no way by which a person can fail in IELTS, you can score low but not fail this test. If your spouse has scored low then you will not be getting 5 points for adaptability.
 
It is mentioned that there is total 10 points under adaptability.
5 from principal applicant and 5 from spouse.
My question is what would be total score of my if my wife is failed in IELTS ?
Without her points, what would be my score under adaptability?????

What do you mean by she fails? If she does not sit for IELTS then you will get 5 from total 10. But let her only sit for IELTS to see what will be her score, that result you can submit then visa office may award you some points.

Just for having your wife taking IELTS test you will not get any points.
As far as I know, under the 2011 FSW program, it is not required for the spouse to have any language test to get the 2-5 adaptability points (let's say for education)
