Ok, i am seeing a light now....
Please help me a little more guys..
So for me to be able to come up with the maximum points = 21 for my work experience I need the ff:

At least one year job that is on the 38-list. = College Instructor job for a year.
and the rest of my jobs are not on the 38-list but can be found in NOC Skill Type 0, OR level A OR Level B not necessarily SKILL TYPE 0 (which are managers).

Like for me I work as a Web developer & Software Engr, so that means these jobs are in Level A or B plus my 1yr job experience as INSTRUCTOR, would that mean I can claim for 21pts still?

Jobs with the 2nd digit as 3 as also classed skill level B. Jobs with 4 and 5 are skill level C and jobs with 6 are skill level D.

What do u mean by second digit 1 or 2? Sorry for being naive....:)

NOC code is 4 digits. Management positions have a first digit as 0 and then you can forget the rest, that is skill type 0.

If the first digit is not 0, then you have to look at the 2nd digit. If it's 1, it is skill level A, if it's 2 or 3, it is skill level B

Here you go these are my NOC for my 2 jobs that are not on the 38-list.
2175 Web Designers and Developers
2173 Software Engineers and Designers
Do you think its counted??

YES!!! I need to resubmit my application, since the my job as a "College Instructor" which was on the 38-list was during 1996-1998.
Do u think I am still good??

But our application was received by the Buffalo office last Nov 19, 2008 but was returned since they are asking for our I-94.
I would assume that, the received date for our application is Nov 2008. What do you think?
