EVERYBODY outside of Canada are in THE SAME situation. So there are not many people with jobs (with LMIA) in Canada in occupations of NOC 0,a,b. When CIC get "cream of the top" "few" applicants with jobs and LMIA , it will turn to those who is without jobs and job offers.

The standard required to get an arranged employment is ridiculous - not only you need to have the job offer, but the job offer needs to be continuous, non-seasonal, and INDETERMINATE in nature, if your job offer falls under NOC Skill 0, A, or B.

If my interpretation is correct, "INDETERMINATE" means permanent. It is ridiculous because which employer will give permanent job offer to a foreign worker, given how bad the economy is in Canada now? Most jobs nowadays is contract-based - lasting for one year or less.

There is no mentioning of minimum points that we should get in EE 2015 as in FSW 2014 which was 67. right ?
There are no minimum points for EE but to qualify for EE , you should meet the requirement of any of the three programs FSW,FSTP, CEC

Moreover, does anybody without a job offer has a chance of being selected ?
It will be totally dependent on the number of applicants and their scores.


Finally, if I have already sent my EILTS original certificate in FSW 2014. Would it be enough to send a colored scanned copy in EE 2015 or will I have to do it again ?
You can request for the duplicate TRF by providing the proof of your FSW application. For example, photocopy of all the filled forms
But i think in the express entry, they will require only the TRF NUMBER
