Subject: RE: In Canada Case Specific Enquiry - Express Entry
Dear Client,
The question pertaining to the amount of available funds is asked to everyone who completes an Express Entry profile. The system then assesses your eligibility in the three economic immigration programs (Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class). Meeting minimum funds required is one of the requirements of the Federal Skilled Worker Program and Federal Skilled Trades Program, not of the Canadian Experience Class, unless you have a valid job offer and you are currently working in Canada.
An LMIA earns a candidate 600 points, but it is not a prerequisite for a round of invitation. If you get invited to apply for permanent residence, you need to validate the information you provided in your Express Entry profile.
There have been rounds of invitations that included candidates without job offers. Please review the Express Entry requirements carefully: http://www.cic.gc.ca/english/immigrate/skilled/apply-who-express.asp
For information on next steps, refer to your letter and our web page: http://www.cic.gc.ca/english/immigrate/skilled/pool.asp (see section, “Try to improve your score”)

So I don't need to have min funds for CEC but I do if I am already in Canada with a job? That doesn't make any sense!Meeting minimum funds required is one of the requirements of the Federal Skilled Worker Program and Federal Skilled Trades Program, not of the Canadian Experience Class, unless you have a valid job offer and you are currently working in Canada.
