Does anyone know if one province retracts its PNP for some reason , can the candidate then again accept nomination from other province ?

I know its only one that can be taken at any given point of time

also does getting EE - PNP grant any residential rights within that province or no ? ...I mean if anyone gets PNP uner the new EE streams of that province is he eligible to start living and working there till federal is approved ?
