PNP to PR ... what are criterias ?

I am reading discreetely that one on PNP is not allowed to leave the province for 3 yrs so to get PR. Is this true ? What is the rule, can anyone give me link to this rule ?

yes, this is true. after 3 yrs in your nominated province u automatically become eligible to move anywhere in canada. the link is www.cic.gc.ca

But then is it true, that one should be required to stay 3 yrs continuous in that province. i.e. if Person goes back to his/her native country for say around a max month say in a year, is that a case that person stands poor chance to qualify for PR ?
