guys please help me

this is a pnp question
i am a welder (arc welder). My profession is not regulated. therefore do you think i have to answer this question as no. If i said no. Then does it necessarily mean that, if asked to take a liscence then i will not do it. If i click no , does that mean that i dont want to get a liscence if i had was asked to. I am confused. What should i do? If yes what should be a good answer ??

here is the question
"If your occupation is regulated, can you start the licensing process before you arrive? Yes No If yes, please explain what steps will be taken to start the licensing process before you arrive in Manitoba"

I think this question doesn't apply to you since you said your occupation is not regulated. You should N/A or leave it blank.
Because if you look at the start of the sentence it says if your occupation is regulated.

If you say, "My profession is not regulated," you can not choose a different answer then No.
