CIO normally decide on which visa office will handle an applicant's file. But most probably Abu Dhabi since it is closer to where you live.

Could anyone from the Gulf help one of my friend who resides in Kuwait

CIC Canada has requested to provide the following Certificate for Quebec Immigration.
- Original or certified copy of proof of social security contributions or proof of exemption from payment of social security premiums issued by a government authority

Note: If you are unable to provide proof of social security contributions or proof of exemption from payment of social security premiums, you must provide the original or certified true copy of the original proof of payment of the income tax.
Documents issued by an employer and electronic documents are not accepted as proof of social security contributions or the payment of income tax.

kasi, i work here in dubai, but Filipino citizen ako. sino maghahandle ng file ko? philippines? abu dhabi? or london?

my file was just received by CIO sydney nova scotia on August 2014. wala pa ako nareceive na file number.
