I heard that No missing Docs, information and signature are the the proof ( not official word ) of creating UCI or file number.
That means once file number is created then seat back, Relax and pack your bags after 10 Months.

is that the way should i think ?

well, i would say things dont work sometimes the way we want them to work right? Nothing is Guaranteed in the world of immigration. i got nomination in June but after i sent my file for PR but they said canada post lost it. but it was delivered there.
