Don’t stress, not all the applicants receive PAL. Few applicants have got PPR without even PAL

Each visa officer have there timing for each application which we cannot say when but we can compare the timings on how each officer process application in which month AOR are being process

MP: Yes.(Upfront medical exam)
RCMP Criminal Record Check Request: 4. JUN. 2019
Submit RCMP: 25. JUN. 2019
DM+PPR: 25. JUL. 2019

I didn’t get Pre-approval and I got DM&PPR at the same time.
