That’s doctors responsibility you don’t need to worry .. I haven’t submitted any web form to cic passed it same day when my medical clinic send it to them

IRCC has no connection with OINP, if your file is with OINP, contact OINP.
Once your file is approved from OINP and you submit it to IRCC then you can contact IRCC for any questions.
