Work permit is about to expire, by the end of October this month. Is there any way, I could apply for BOWP without AOR. Any similar case?

I do not think so. The processing time start from when they confirm your application.People from April are getting their AORs.
With this we should expect AORs as follows:
May Applicants: November
June : December
July : Jan 2021
August: Feb 2021
And so on...
But on a positive note, the process time will be considered from the date of Application received, (AR). So 6-7 months will already be part of total 21 months process time for getting our PR. Let us hope for the best.
