What branch You're talking about ? Is it Ottawa or Sydney ?, I am working for Gov as well. But no plans for us so far. If we can work from home, they want us to continue, not encouraging to come to office.

“Ontario Premier Doug Ford wants the province's state of emergency to be extended another 28 days.

I saw many EE applicants receive their COPR recently (in May), so the state of emergency doesn't affect the process of EE applications, but as for paper-based applications it seems like applicants have to wait another 4 weeks.

Maybe they think that 18 months is long enough time, so they not feeling that they in a hurry to work on paper-based applications.

I would suggest to apply EE as well if you don't have concerns about money. However, You're almost there in PNP. As soon as they open, You will get your DM. More importantly, you need to mention about this PNP application in EE applicaiton.
