Canadian Visa Offices around the world operate in different ways. After getting the initial AOR which is sent by CIC, Nova Scotia, getting another mail for file transfer or the second AOR all depends on the Visa office handling your application.
One of the Visa offices which send you a mail informing you that your file has been sent to them is New Delhi Visa Office. Thats why you see a number of Indians mentioning getting second AOR. Dont worry if you dont get it, your Visa office maybe doesnt send.

UCI is unique. I found it on 20 Sept. 2016, when I got back by first cancelled application due to IELTS issue and they mentioned it with covering letter. That is for lifetime.parthvdesai said:Ashu,

The first AOR contains your UCI and Application number. and these remain the same throughout your application process. The so-called second AOR is just a mail sent by the Visa office handling your application informing you that your application is now with them and giving you any other additional information. As I said before, not all visa offices give second AOR so dont worry if you dont get it, but if your own VO is New Delhi, you should be expecting because they send.
