Second AOR means, my file now be transferred to New Delhi Visa office to process further as I am outlander. So once NDVO receives my file from Sydney, Nova Scotia office, they will send me anther AOR.

Write them about non-receiving back your packet. and remind them about reason for cancellation. Send repeatedly

Yes, they replied without mentioning reason. They told about wait for returned packet.
I saw my online linked Application on 08 August showing status "Cancelled as Incomplete" and I received my packet on 20 September.
