He has represtative on file, he got email today from representative, However he was issued PPR yesterday, on his ecas he got 'DM' this morning.

If you have representative, can you still send the passport direcly to the centralized intake office by yourself or you have to send it to represtative and they will send it for you?

No worry about that, can not remember exactly.But the address is on the email that send to you.

Just dont write anything on the return envelope, CIC will put a printed label on there
