If u are in Canada and apply for yourself, only then you can choose Privacy option. It is free of cost.
If any one apply on your behalf then he must have to choose other option. The fees is $5.

I got laid off recently. what happens to my PR and PNP. I want to apply bridging work permit now. does it effect?

I guess u get 40 days to find a new job and get your provincial nominee back .......as far as i know this is applicable to sinp (saskatchewan) but dont know about BC PNP

I have seen some posts regarding that, BC does not give time limit, they will ask for effort towards getting job.
