Man listen BOWP is only for the people who holds a open work permit ( Open Graduation work) before applying BOWP. And you applied BOWP before your AOR that's why they gave you rejection. Well good thing is that you have AOR and you are LMIA exempt person, just pay your compliance fee and you will get your close Work permit man and So relax AOR saved you bud! ;D :D

even though they will not give me open work permit its ok. that's why I was thinking to just apply for regular. with job offer, lmia exempt receipt, my pnp support letter.

Still in restoration period that means 3 months more. Tell your employer to pay compliance fee with your AOR email in 60 days you will get your work permit with same employer and without any rejection cuze CIC wants you to maintain your status as worker. So don't worry. Don't panic!

Any pnp applicant is eligible for BOWP only if the following conditions are fulfilled.

the provincial nominee class (PNC) (with the exclusion of nominees identified by the nominating province or territory as having employment restrictions imposed as conditions of the nomination).

Qualifying foreign nationals in Canada who have received a positive eligibility decision under one of the above mentioned economic classes and are awaiting a final decision may find themselves in situations where the validity of their current temporary work permit is set to expire. An open work permit, which allows a foreign national to work for any employer in Canada, will provide these applicants with better flexibility to integrate and navigate the Canadian labour market, given that they have already been found eligible for permanent residence in an economic program and are currently working in the Canadian labour market.

For certain employer-driven streams in the PNC, the nominating province or territory may impose employment restrictions on a successful nominee until the person becomes a permanent resident. If employment restrictions are imposed, Citizenship and Immigration Canada (CIC) will not issue an open work permit to the foreign national under the bridging open work permit Labour Market Impact Assessment (LMIA) exemption.

To be eligible for a bridging work permit, foreign nationals must meet the following requirements:

they are currently in Canada;
they have valid status on a work permit that is due to expire in four months or less;
they are the principal applicant on an application for permanent residence under the FSWC, the CEC, the FSTC, the PNC (see note below), or the two caregiver classes;
they have received a positive eligibility assessment on their permanent residence application under one of the Economic Class programs above;
they have applied for an open work permit; and
they have paid the work permit processing fee and the Open Work Permit Holder fee.
Note: Foreign nationals in the PNP are eligible for an open work permit only if they have provided a copy of the nomination letter issued by the nominating province or territory with their application and there is no indication that employment restrictions exist as conditions of the nomination.


So if any pnp applicant has employer restriction mentioned on their pnp certificate then he/she is not eligible for an open work permit and hence it will be refused.

Please do not get confused just because someone got refused or someone who has no concrete knowledge about BOWP. I have spent a lot of time going through cic website and I can confirm that all pnp applicants are eligible for BOWP if the required conditions are met. Just to make it easier I am posting the link of cic website so anyone who has a doubt or confusion can go through the link and understand what is required.

Cic updated this page on May 20, 2015 and now to be honest they have made things so clear that I dont think anyone can get confused.

That time you didnt have AOR Man.

"For PNP applications, the status of the Eligibility EC-QC/PNP activity has been set to “Passed” or the Acknowledgment of Receipt letter or email has been sent by the CIO"

Did you upload your AOR when u applied for your work permit? Did you upload your pnp certificate? Did you select open work permit when applying for BOWP? Did you pay $250 fees for BOWP? There are a lot of conditions that u need to fulfil in order to apply for BOWP. If you dont qualify even one condition then the VO will refuse your work permit.

I dont know, but you should not have applied for bowp bcz, the criterion for that is, you must have open work permit if you are applying for bowp

Anyways, i also got the refusal last month, now you hv to stop working immediately and you can not go to border with "restoration status" you have to make an application online, and the first option ll come to you, that is employer compliance, you need to apply for that...
Also, a question for you:
my wp was refused last month for the reason that my pnp was expired...then i went into restoration, and with this restoration status i applied online, depositing $455 (155 wp+200 restoration fee+ 100open wp)...now i have my aor, my file# and done with my medical, i applied online for open work permit, (before this i had open work permit, which was post graduate wp)...Do you think guys, its alright?
