It will be abnormal when cic issues visa without asking for needed PCCs. So it all depends on case officer. They stopped MR for the last many weeks for some reason. So its possible that they want to verify other documents before issuing MR (Medical request does not require any additional verification but may come in some particular time period or after some time of EP issuance).miki0125 said:Is that normal that CIC request additional files before medical check?

There is no guide or process on order of documents to be verified by cic. So I dont see this as an issue.
As long as you have sent it in trackable post then you are good. Tell them that you already sent it by attaching just proof of delivery. Many got more than one reminder for many Oct/Nov/Dec applicants wherein the documents were sent during the first reminder and they just ignored the second reminder because they already sent it. So i dont see anything to worry on cic asking for documents which we are supposed to provide.
