As I know in Paris Visa Office if they need a new PCC from applicant, they ask for electronic (Scanned) version to be send to their email address! I know it is a little strange because always visa offices ask for original (Paper) version of PCC but in some visa offices they accept electronic version.
Normally, File Transfer will take 15 to 21 days for all visa offices around the world and it means if it already 21 days passed from your AOR, you can be sure that your file is in your visa office.
From a year ago CIC changed its policy and they are collecting all documents and information related to all applications in a central place and then they will forward those documents and information to the local visa offices around the world with their internal workflow and electronic base systems. This system (Case Specific Enquiry) can be used for sending any information like change of address, sending extra documents, report an issue,... and it can be accessed by applicants from here:

And also IF applicant knows where exactly his/her local visa office is (In your case Ottawa visa office), this link can be used instead of previous one for Ottawa visa office(It will be received by the same center but it will have a tag to be forwarded to Ottawa visa office):

I suggest you, wait until 1st of September (21 days pass from your AOR date) and then send a scan version of your PCC with all details with one of above forms and they will forward your PCC to your local visa office and they will add it to your application easily! You can tell them you know, you have to send the original version of your PCC but because you didn't know where your visa office is and any PCC has a validity time then you decided to send Case Specific Enquiry form instead. If they want then they will ask you to send your original version to the address they like.
