Who told you? It's a must for everyone
Hello,

1) SINP link http://publications.gov.sk.ca/documents/310/85168-appguide-students.pdf

You must have a minimum language score of Canadian Language Benchmark (CLB) 4

What are the language requirements for provincial nominees?
If you apply under the
Provincial Nominee Program in a semi- or low-skilled job, the province will require that you have a third-party language test before they will nominate you.
This test will show whether your language skills meet a minimum standard in each of these four categories:
listening,
speaking,
reading and
writing.
To meet the eligibility criteria for one of the following skilled worker programs under Express Entry:
Federal Skilled Worker Program,
Canadian Experience Class, or
Federal Skilled Trades Program,

-----------------------------------------------------------
In other words if I needed language test, SINP would bother me and will not give me letter.
If SINP approves you without any marks of test u are fine
