No, It's completely wrong, Your husband got PPR in which your name is not shown but when you sent the passport to CIC you both need to submit. If you both lives in the different country then principal applicant send his details to the home country then you both got a visa and COPR and after country out you, both got became PR.
 
Do u know if this applies to only new applicants or all of us who is waiting for ppr as well?
well im in from Dec 2016 nd appiles to me last time this happened it jumped up 3 months in a matter of weeks

Damn.. Well I am pretty sure ACTUALLY it is just for some of us unlucky 2017 applicants. Some genious visa officers are clearing files from late 2017 and already into 2018 files.. Somehow just our files are in hands of visa officers taking 19 months processing.. So frustrating!!

the fact that some of 2018 applicants got their MR, Eligibility and Criminality done already doesn't prove anything. They will be sitting in the same last stage as us for another year anyway.
