this is pretty stupid thing. We are even 6 months ahead of that aug applicants. They don't fix anything about us, but just proceed someone very behind us.
One more thing I don'w understand is

just a question, with out receiving the Notification of Interest from Ontario through my Express entry file, I can not create application for OINP program?, and as my CSR score is very low 380 so that is mean it is hard for me.

On line tool to check your application status. You can log in with your application number, surname, dob and cob. Check the CiC website.
