I know and it just drives me crazy. Just to understand this well - does it mean that
1) it will take 2 months longer even for the people who applied a year ago
2) it will take 18 months only for those who would apply now ???

In my interpretation, it means it took 18 months for applications being finalized (June-Aug '16 getting PPRs), but it may not stay the same or could increase or decrease.

The same opinion here! Which is actually bad for us, 3 weeks ago they changed it from 16 to 17 months, last monday they changed it again from 17 to 18. Let's see what the final processing time will be for us.

I believe its a result of huge influx of immigrats applying for Canada than ever before. Canada has become a dream destination for everyone considering liberal immigration policies while other nations have closed doors or tightening up visas. This has cause increased workload in last year or so.

On Dec 6, 2017 I received a letter from cic: 1, ask for RCMP fingerprint criminal check (I gave regular criminal check when apply), 2 , ask for original criminal check document in my home country (i gave certified true copy and translation when apply) 3, ask for schedule to be redone (there should not be any blank space, they mean any!! if there is fill it with N/A)

I got it in October. Submitted my application in January. No MR or PPR. Your application seems to be on the right track. Your timeline reflects normal progress.
 
Please for my information any one who hase knowledge and know it can help me after nomination got it still visa we can maintain our bank balance which one we shows during processing time or if has not problem we withdrow or move it. If we move or withdraw it make proble in our visa processing.

they sent it in general and outland applicants can use it as a guide but I guess inland applicants won't need it as we've been here for years already. That's is a package of guide on how to start a living here in canada.
