I was talking to a friend and she said it looks exactly how they did it in previous years: they hire temporary officers to help with the backlog, but the new officers start clearing the backlog from the more recent applications. It's so...I don't want to swear.

I think you might be right..... i think anybody received AOR on Otc 3, 2017 got their PPR on Apr 19th....... Unfair but i guess it's true
