I don't really know. As wife has done a medical for work permit last year may. Not sure any related or random systems glitch...... I only have done medical 6 or 7 years ago when I was in high school....

Even i have the same message past 2 months... i think its a system glitch. CIC recieved my file on March 31st, 2017 still waiting for MR. There are few applicants who have submitted after me got their MR...don't know if it depends on NOC code. Waiting game continues

I don’t think it depends on noc code because various noc c already got it and some are waiting I think it is batch. Officers make batches of file and they send it.
