Since my application has been processing more than 16 months (I'm Apr applicant), I've sent the web inquiries via IRCC web form, any idea how long takes CIC to response?

It takes 10-12 working days for them to get back to us, I sent them a note too and they replied back with same response As CIC on call that I have to wait.
 
Other than applying for gcms notes, sending case specific enquiry, and calling the customer care, is there any way to find out the real reasons for delay? Aren't we entitled to know why our files are being delayed and not processed within the normal processing times? We need answers!

Do you guys think, we would be able to do border landing before November mid? I am May 18 applicant and have to leave job in November anyhow.
