Ya but it cant be done fast to add a vendor which will/might through a vendor selection process within CIC's rules and regulations. So adding one vendor by a private organization itself will take time (thats why lot of contractors join the client through the preferred vendor(s) ) and with a govt body it would take more time and cant be done in days. Also a govt body will encourage/restricted to choose another govt organization for their services hence i dont think they will add any new vendors for mail delivery. But CIC might wait till 30th as that is the deadline for Canada Post. It's taking two to three weeks to send and get back passport, so they might not want to put anybody in that strike, so they stopped since last few days. Anyways, this is my assumptions only....
