No OINP did not ask me for proof of funds maybe because i am international student with a job offer. When i applied in CIC, i just mentioned amount of money i have in one of the forms. But did not send any statement as it was not mentioned in checklist.

This is correct. Checklist doesn't include proof, so don't include it.

PoF is done in the provincial PNP program level. At CIC stage you just need to declare net worth.

While landing, you are expected to show some kind of fund available. Money order is the best. Some statements or bank card is fine. Doesn't need to be precise.

Also not too happy about the EE getting a huge time cut in thei applications versus th normal paper based applicant. 6 months for EE versus 15 months for PNP, really?!?!?!?!?!

Check list doesn't really say criminal record check with finger prints. But personally I submitted criminal record pcc with finger prints from RCMP as well. My friend who applied for pr under pnp suggeted me to do that.

As we know that Processing of our applications are really slow these days, but I am running out of my PGWP expiring in 2 months. Right now I have 2 jobs, so If I apply for a new work permit, then should I get open work permit or close work permit?
Advise please.

So what should I do now? Make a new RCMP finger print based non-criminal record and then sent them electronically?

If you already done with your Medicals probably you will get open wp. Most of the time they give open with file number

Just apply for an Open Work permit. Few of my friend get open work permit as they just received AOR. So you are good to go for Open work permit. But i suggest you to wait till 2 or 3 days are left from expiry because you are June applicant, and i feel like you will get your PPR request before that.
