If you were inland applicant why did u submitted your PR application and police certificate outside Canada? sorry im kinda confuse on your sentense... If your Inland applicant you should submit your PR app and police certificate inside Canada...or if you were just submitting your police certificate u need to submit your police certificate to Sydney...unless you were outlander Yes u can submit it to your Visa office in your home country. hope this one clarifies your question. If the original certificate is not in English or French, then you will need to submit both the certificate and the original copy of the translation prepared by an accredited translator.

We will also do our own background checks to determine if there are grounds under which you and your dependants may be inadmissible to Canada.

My question is: When visa office does background and security check do they contact our home country?

no worries.
Yes! to verified your police certificate is true or fake. immigration is very strict when it comes to security check and they make sure documents is not tampered.

case specific is generally used for informing any status change and submission of relevant docs..status inquiry is possible only after normal processing time...
