No, i did not receive any file transfer mail from Manila. Got MR and RPRF request in the same mail.

Nothing to worry. CIC will not asked for further IELTS if you already fulfilled requirement at the time of apply and expired IELTS does not harm any way to your application.

One of my friend told me that CIO will not ask you for valid IELTS but your visa office which is London will ask you to provide valid IELTS.
What are your comments?

I think LVO will not ask you to provide VALID IELTS. BUT it has been observed in different thread that in some case LVO asked for higher IELTS score from the applicant. LVO told that (in case of you obtained a lower score in IELTS), your job require a good command over English without which you may not successful in the profession in CANADA.
