Does the new employer have to fill out IMM 5802 LMIA Exempt form and pay the $230 fee? - Yes, provided you're LMIA exempt. And you can only be LMIA exempt if you already have valid provincial nomination or you're on a Post Graduation Work Permit.
Even if the employer does that it will take another 4 months for me to get the new work permit. Is there anyway I can start working again and get the new work permit immediately? - No. Unfortunately the processing time is long and there is no shortcut to it.
My advise - prepare for IELTS again as getting the highest marks in IELTS makes a huge difference.
If you don't believe, try putting the highest and lowest scores in your IELTS in CIC's link - http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
You will see the results for yourself. If you are single, have atleast 2yrs of Canadian experience with a Canadian Degree or WES certified degree, you can easily get score above 450 points. Then apply for Express Entry.

-Yes, as far as I know, like you said, CIC doesn't bother with your work situation. Although I did have my job at the time of my application anyway. It's the province who requires you to have a job.-
-What do you exactly mean by "If your provincial nominee date is expired"? I know your nomination expires within 6 months if you don't apply for the PR. I received my nomination on May 5th last year and applied for my PR on June 8th. So not sure what is really 'expiring'
-I am currently on a closed work permit. My employer (who laid me off earlier this month) filled out the LMIA exempt form for me last year when I was on PG work permit.
-I heard if I find a new employer, I can take the new job offer letter as well as the new LMIA exempt form to the border and they will issue me a new closed work permit on the same day. Is that true? Otherwise I won't be able to work anyway until I receive the permit.
-Finally as per your advice, with all due respect, it will be a backward step to sit for IELTS and apply for express entry. It will not only make things complicated for me but also for CIC and might further cause delay. I already have a PR application on process, received my AOR on August 21st and hoping to get my medical anytime now/soon. Considering the current timeline, I should be getting my PR within the next 4-5 months hopefully. Therefore whether I apply for a new work permit or an express entry it's not going to be any earlier[/list]
