Timeline(Inland applicant)
1-We received your application for permanent residence on April 10, 2015.
2-We sent you correspondence acknowledging receipt of your application(s) on July 8, 2015.
3-We started processing your application on July 9, 2015.
4-Medical results have been received.
5- Ready for visa email - March 4, 2016

It seems CIC is delivering their commitment on service standard which is "80% of applications will be processed within 11 months"

Thanks for your descriptive clarification. Yes, I agree, it looks like CIC are reviewing the upfront medical examinations and proactively attaching them to the file as they did in my case. This makes me think why don't they just ask us to submit while submitting our application. I guess, probably because it has only 1-year validity and they don't want to ask the applicant to do it again incase there is a delay.

On the other hand, since they have already received my medical results, and I didn't have to wait for weeks to get an appointment followed by status update on ECAS, I wonder whether this could possibly speed up the processing of my application. God knows!

Confusion should be there only when you are not seeing the medicals received. As they received your medicals, they dont/cannot ask for medicals as the one received is still valid.

When doctor creates the IME number for you to enable upfront, actually he creates in the number in the medical system which is the medical pool of reports. The only difference is that your IME is not associated to your application till someone does it manually. So when doctor creates IME number and loads the data and completes the reports then its ready to be reviewed but not associated to your profile. So its not that doctor needs to send separately to cic when he created IME at CIC.
Based on medicals received when doctor did not do anything additional, it looks like cic system is doing good and officers are reviewing the ones that are not attached to the application and attaching them manually. So all good.
