Can some one help me with my situation?
I got my PNP nomination in April and submitted to CIC in the same month.
Aor/Med request and done at the beginning of July.
During the waiting period, I applied BOWP couple of days before my current open WP expiry date.
After working under implied status, my BOWP was refused.
Now I have to file a restoration, but I don't know what went wrong. I was wondering if it is because I only submitted the PNP acceptance letter not a support letter?

I wrote an explaination letter indicate that my PR has been approved in principle and I conducted Medical exam in July. I also submitted the e-medical form and the medical request from CIC(which listed the Aor number).

Could u explain a little bit more like which province nominated u and under which pnp stream did u apply and what reason for refusal was given?

Is it might the reason that ur wp expired when they started processing ur case? they might thought u applied bowp without a valid work permit. I'm not sure, just guessing .. ??? ??? Good luck!

I talked to an CIC agent and she said it is because my PNP has employer's name and Occupation specified, I should only apply for a restricted/close work permit, not an open one, regardless which WP I had before. I will apply closed work permit for restoration...

For close work permit do u need Lmia or nomination is enough?

PNC is enough. The agent said. Plus a job offer, to renew my WP, I had an updated offer dated two weeks ago, I don't know if it is Ok to be reused.

but as per cic ,who evers pnp is approved and pr file is on the process can apply for open workpermit....if we can only apply for restricted/close workpermit then cic should mention applicants can only apply for workpermit extention.. did you choose 2) an initial workpermit or a new employer?

No, I indicated work for the same employer. That's why I am confused. Since my PNP lawyer advised me that I am eligible for BOWP... So he's guess was that I didn't submit the support letter, but the support letter and the acceptance letter basically are saying the same thing.
BTW, this is one of the reasons- "You must submit a letter from the province that nominated you under the Provincial Nominee Program that DOES NOT stipulate conditions or restrictions indicating you must work for a Specific Employer, or work Under a Specific National Occupational Classification Code. (If these stipulations exist on your Nomination, you are NOT eligible for a bridging open work permit)"

I was in the same situation as you but I called CIC as soon as I received the refusal online that I am a PNP Nominee (with AOR/done with Medical) and I am entitled to apply for a work permit. And I told them that I applied before my expiry date so I should be considered "with status" when I applied. The first agent who answered me was not helpful at all and called again, luckily I talked to an agent and open my file and looked for notation why I am being refused and she emailed right away the department that handled work permit applications. After one week I got 2 years open work permit. Since I applied for closed work permit and I know that they only give 1 year open wp, I called CIC again about the 2 years open wp, they re-issued again a 2 year- closed wp.

I came across many posts stating same issue. Cic is refusing owp app for employer driven stream cuz it is bonded with employer so better to apply a closed wp .doesn't harm if cic can upload this info on the website. Best of luck with rest of ur application.

How did you apply for your WP? And how long is the processing? I need some information coz my WP is about
to expire. Thanks
 
I applied for a BOWP with an employer-driven stream (BC PNP) a couple of weeks ago. Before I submitted the application, I called CIC and asked if I'm eligible for BOWP, knowing that my PR application is tied to an employer. I specifically asked, more than once throughout the call I might add, whether or not I can get the BOWP or should I just apply for a closed extension WP. The lady said yes, you are eligible for BOWP, and a few moments later emailed me instructions on how to apply.

So did I spend $155 on a WP that I'm not allowed to get??

I have no intention on switching employers for now, so I wouldn't be taking advantage of the open quality of the WP anyway. But it frustrates me to NO END if the CIC agents are as clueless about the rules as it seems now.
